One of my biggest problems with this and most discussions in ICANN 
circles about Whois is that they presume the answer to #4 is something 
other than a question that must be left to operators (registries and 
registrars) to sort out.
Its a technical question. Tell us what you need and we'll figure out how 
 to deal with it. If you tell us that you want us to use a standard 
across all registries, registrars, or whatever, fine. If it has to do X, 
Y and Z, then great. But don't tell us what manner or method we should 
be using - that's my/our decision.
