[ga] Proposal for change to list archives

At "http://gnso.icann.org/mailing-lists/archives/ga/"; you will find an index
page with links to 132 other pages.  This is somewhat unwieldy from a human
perspective, to say the least, and the size of the archive is also causing
performance problems.  Sooner or later, things will just break.

To forestall this problem, I would like freeze the current structure, and,
going forward, restructure the way the list archives are referenced.

In particular, the main link for the current archive would be changed to
"http://gnso.icann.org/mailing-lists/archives/ga-200709/";.  The link
"http://gnso.icann.org/mailing-lists/archives/ga/"; will continue to point to 
the current structure; I will build a little bit of overlap into the two 
archives.

If there are no strenuous objections to this solution, I will implement it 
in the next week or so.
