Roberto,
The problem is that the high accreditation fees did not solve and will not
solve the proliferation of shadow registrars - the big registrars can afford
to pay tens of accreditation fees.
But those fees definitely prevent new registrars, and new ideas.
As far as I recall no single big ccTLD has a high accreditation fees, when
ccTLDs have fees it's few hundreds of euros or dollars..

Again, trying just to trigger points for discussion rather than provide an
opinion, may I elaborate on Mike's sentence below:
With regard to Elizabeth's email to Danny regarding the level
of fee, I share your concerns about any fee levels that could
act as a barrier to entry, especially in developing countries.
Agree. However, there's also the other aspect, the proliferation of shadow
registrars that only serves the purpose of augmenting the "firing power"
of
an organization for things like grabbing deleted names. My feeling is that
we would need to elaborate a more complex fee structure, that is not the
"one size fits all" (i.e. same fee for every applicant), but takes into
account also other factors, like the location. It is, of course, not as
simple as it looks, because nothing could prevent well organized business
to
do things like to delocalize registrars in developing countries, to pay
lesser fees.
P.S. Given the current exchage rate, in future can I have
your 0.02 Euros instead of cents :-)
In Europe, we call them also "cents". I hope that the lawyer in you would
not think to sue Europe for supposed copyright violation... ;>)
