  At the end of ten days I will adopt them as chair and lack of both interest and objection. 
  There are no rules or precedence for what I do next with them and suggestions both on and off list would be appreciated.
   
  I believe we have made a strong showing that without the rules and the tools to enforce them some people simply cannot comply voluntarily. Perhaps it is not their fault, perhaps they were born with some type of compulsion. Who cares -- we need the rules.
