<P>&nbsp; I have to go with Sotiris on this one.&nbsp; Functioning for a ccTLD=having a</P>
<P>functioning noc or nic and a website.&nbsp; IQ does not have one.&nbsp; Maybe Haiti </P>
<P>will, maybe not.&nbsp; Point being wheather Haiti does or does not is largely </P>
<P>irrelevant.&nbsp; What is relevant is supporting a regime whom has for decades </P>
<P>now supported vast fraudulent enterprises, consideres tourture of it's countrymen </P>
<P>and women, is a world renouned and UN recognized lawless regime, is simply </P>
<P>not reasonable.&nbsp; Ergo ICANN's decision to "Grant", for lack of a better term, </P>
<P>Haiti a ccTLD is unconsionable.</P>

<P>&nbsp; As an aside and strictly coinsidental, I recieved a call from my CEO informing</P>
<P>me that we will not be carring any of Haiti's traffic over any of our networks.</P>
<P>I support my CEO's position on this.&nbsp; So this means I will need to be getting</P>
<P>my staff geared up for blocking any an all AFNIC IP addresses which are</P>
<P>routed from or to Haiti, and block and domain traffic as well.&nbsp; I am sure in</P>
<P>due time spamhous and other services of that sort will be forced into doing</P>
<P>similar or same.&nbsp; </P>
<P>&nbsp;</P>
<P>And Sotiris, thank&nbsp; you for your earlier support of America and Americans,</P>
<P>I and very sure most americans like myself feel the same about our fine</P>
<P>neibors to the north in Canada.&nbsp; I am saddened and concerned that our</P>

<P>of our american government, Americans, and seemingly our friends</P>
