Ted lays out a great process. It seems to allay your fears and mine. If I can get the lists then it is worth a shot.
Open and transparent does not mean universally open for contributions ---- until time for public meaningful input. But you must not fail to push the important points so they remain fresh in our minds and keep us wary of stumbling blocks.
