currently contemplated...

PLAN SEEMS TO CONTEMPLATE AN APPLICATION FEE THAT'S
GOING TO COVER THESE COSTS OF ABOUT $250,000, WHICH
SEEMS AWFULLY STEEP TO ME.  IS THAT A CORRECT READING
OF THIS?
