Avri and all,
I commend the consideration of non noncom stakeholders/registrants
by the noncom. However this is really besides Karl's, my, Dr. Dierkers,
Dominiks, or Teds point. What is the point is, is that registrants,
and users have little voice and no vote unless they alre ALLOWED
to become a member of one of ICANN's ill conceived "Constituencies"
whose "Rules" for membership are far to restraining and in some cases
act more as means by which to intentionally block membership based
on ideology... Such are not truly "Constituencies", but rather are
"Clubs"...
