As we well know the latter are effectively reduced to be nothing more than powerless observers who have no ability except that of making comments that may be disregarded with impunity and that may not even be read by those incumbent vendors and industrial interests that are actually making the choices. Even if internet users were allowed into the door and given votes, it is still of questionable legality whether incumbent vendors and selected industrial interests, gathered for the purpose of establishing the terms and conditions that prospective vendors have to meet in order to become actual vendors. Concern may be warranted if one considers that the liability that might be incurred as a result of such meetings may fall not only on the maker of the forum (ICANN) but also on the incumbent vendors who are participating. --karl--
