People who acquire SSL certificates have to jump through various levels of authentication hoops before the certificate authorities will grant a certificate. Yes, anyone can become a certificate authority, but only those folks who pay Microsoft about $70,000 can get into Internet Exploder, and it apparently takes more than mere money to get into Firefox. Web users are already (slowly) learning to check for https rather than http connections. The certificate authority companies are selling trust seals which means that A) they certificate came from the certificate authority and B) that the authority has the identifying information of the vendor using the key in its files and C) that that identity can be revealed under some circumstances. This is a quasi-business license. It does much of what is wanted. And it requires no governmental body or single agency. And it does not expose the privacy of those who are not sufficiently engaged in commerce on the net as to require an SSL certificate. The difficulty is that SSL certs are not inexpensive. --karl--
