The ALAC speaks for users. Its first recognized RALO does as well.
But "Users" are such a diverse group that no clear cut action program (such as protecting property rights) can be expected from those who purport to represent them.
This is why the "at large" as recommended for iCANN by Carl Bildt and his 400.000 $ study commission was to be a voting organization of Domain name holders. Owners with a property stake in the DNS management.
For ICANN that idea was too threatening.
