There was a slight difference between voting in "capitalist world", and
"socialist camp". I know what I'm talking about as I'd been living over
25 years in a socialist camp. The slight difference is in that I had no
free will to vote for who I wanted to, unless I was prepared to be
persecuted or to go directly into jail. Comparing this to over 90% of
the GA responses thus seems to me inappropriate and mortifying for GA
members. If in the USA the majority approved the war it was an
expression of its free will, whatever wrong the decision might seem.

But what I find similar is the way how our former communist leaders were
dealing with the 'voice of the public'. They also often stated how
negligible the voice was, particularly, when compared to the great ideas
the mankind was just approaching. How could, after all, ordinary people
understand all that complexity apparent to just those few sacrificing
their whole lives to the bright communist 'tommorows'?

If this is your understanding of the bottom-up consesus, then I really
worry about the future of ICANN. If, after all, you decide to come
closer to the public, please respond to my questions.

I have explaned several of my votes, which I consider very important in
the last years. The explanations are at http://blog.veni.com , and also
in the minutes. As for the percents, one thing I've learnt is that
sometimes the percents are not really what matters - you see, in the so
called socialist camp (yes, the world before 1989 was divided in
"capitalist world", and "socialist camp" - I guess you can see the irony
here), there were usually 99.2 % voting in favor of the ruling communist
party. In the USA the majority of the people approved the war in Iraq.
Etc, etc. Public opinion polls are not always the arguments that one has
to listen to, when acting. I would have agreed with you, if I were a
politican or a showman, who cares about his image. Since I am neither,
and I had duties to the Internet community and ICANN, and not to the GA
mailing list, I somehow do not feel the arguments of the majority were
very compelling. By the way, obviously the same feelings were in all
other directors, because people from all over the world voted the same
way.
