This problem has existed for IP addresses for several years - IP addresses and spaces that are used by spammers tend to become blacklisted, and those blacklists are often not completely dismantled after the spammer moves on. A lot of residual blacklists are out there.


Also, sometimes an address or block that once held some server will continue to receive service requests from clueless clients. For example, I've seen addresses that continually receive a drizzle of database queries because some database server once lived at that address.

Over time this kind of address space rot cumulates. When the resource is limited, such as IPv4 space, that cumulation can become harmful.
