Chris,
The GNSO is an organization. At the moment it is an
organization without a roster of individual members --
it has six organizational members, the constituencies.
The LSE Report proposes membership for individuals
(that would then elect to participate within
constituency structures).
The LSE has suggested:
1. a constituency that mergers the registries and
registrars (not a very bright idea in my opinion)
2. a constituency that merges the BC, ISP, and IP
constituencies
3. a constituency that merges ALAC structures with
the NCUC and that also includes domain name holders
(another not-so-well-thought-out idea).
These are just recommendations, but they will probably
be enacted unless either someone proposes another plan
that has greater merit, or serious opposition from
ICANN's contracting parties is voiced.
