It's a misconception that the .org registry in being operated in a
not-for-profit manner, as I noted in another post.

If one views the ISOC budget in 2003, their annual expenses were $2.3
million, vs. $1.7 million in 2002.

Fast forward to 2005 (I couldn't find anything for 2006):

Total expenses = $4.9 million.

Of their $5.177 million in revenues, $3.4 million came from the ".org
surplus". That's straight out of the pocket of .org domain holders.

That "surplus" will only get larger if there's presumptive renewal, so
that PIR doesn't have to compete with other prospective registry
operators at the end of the contract, and if there's unlimited pricing
power.
