  I knew two, no three men once. The problem was they resided in the same head.
  One was a researcher, one was an analyst and one was a polywog. I watched his eyes turn from hazel to brown to red and then explode. To live one must become "one".
  I read but do not research, i think but dot not analyze and i can develope policy. If i tried to become the man who found all answers and then gave them i would be two men. i pontithicate, but know nothing. 
  Your research is keen and great and your analysee is lame and your conclusions strange. Never ever ever worry. It is above your pay grade.
   
  The answer to what worries you is:   Who cares? Market forces will decide. Ask Richard who will win and invest heavily therefor. I believe there is a book for it called "Poor Richards". This concept means "do not follow his advice, but become your own banker, lawyer and stockbroker" Ooops you just became three people again.
   
  So you see do not mix worry with advice. It clouds my issues.

Among other issues, Richard described the abuse of
registrar privilege that occurred in round-robin
queues, where some registrars simply queue-jumped by
submitting extremely short lists for themselves. 

I'm extremely worried that the problem will become
substantially worse in the next TLD round as we now
also have to contend with the phenomenon of a hundred
plus phantom registrars (you'll recall that Jennifer
Ross-Carriere is listed as the contact for 98
different accredited registrars that at the moment
primarily play in the drop pool).

I'm expecting to see the next round of TLD
introductions (if it includes a batch of generic tlds)
gamed to the hilt with short lists unless the GNSO
acts to establish some constraints in advance. 

Does anyone have a recollection of the outcome of the
registrar discussions on this topic at the Luxembourg session?
