A recent article (in Spanish) discusses the status of
the regional TLD initiative for Latin America.  With
the help of Google, I have translated the relevant
paragraphs:

"At the moment, the period of presentation of new
dominions is closed. But there is a project that will
be very useful for the region: the dominion lac .

The idea to count on a dominion of first level that
includes to the region of Latin America and the
Caribbean arose in 2002, like initiative of the
Federation Latin America and the Caribbean for
Internet and Electronic Comercio (eCOM-LAC). The
objective is that the users of Internet have names of
dominion with regional identity , following the way of
the European Union ( eu ), and the region of
Asia/Pacífico ( asia ).

The project lac is very advanced and waits the opening
of the reception of new proposals on the part of the
ICANN to continue its march. According to Antonio
Harris, executive director of eCOM-LAC and leader of
the project lac , "already the most difficult steps
have occurred". Really, they are the excellent news
for Latin America. In just a short time we will count
on a new dominion of first level for the region."

Note:  Antonio (Tony) Harris hails from the ISPCP
constituency and has served on the Council for as long
