ALAC was created *by ICANN staff headed by Denise Michel* after the elected Board members representing the At Large had been expelled.

ALAC was set up as a face-saving facade to convince DoC and the world that Individual Internet Users still had a voice in the ICANN process (although DoC was almost certainly complicit in this charade and understood exactly what ALAC was for).

Since that time, not a single Individual Internet User has been allowed to become a member of ALAC. Indeed, Individual Internet Users are banned from being members.

ALAC has therefore provided a pretence of legitimacy to ICANN while at the same time failing to generate a real involvement of the millions of internet users around the world.

Its 'graveyard' forums are testimony to this - they have failed ignominiously.

Quite simply, ALAC exists to shore up the power of the ICANN establishment. This is its purpose, whether its participants realise this or not.

It was what it was set up for.

  It is fairly incredible that these folks find no immediate concern regarding opening up the ALAC to individuals. ALAC is not an American centric group and yet it acts as arrogant as any cadre i know of in recent history. It has been nearly two years in full conception yet there is still no real voting to place the folks in power. Clearly they are just an extension of staff without individual input and therefor a fraud upon the DOC and the rest of the world.
