Based on this intentional omission of individual and saying that this is "all stakeholders" and the concept of "Publish" as opposed inclusive and participatory; I conclude this is just a power grab, and no real attempt to fix what is wrong. The USA bashing is a red herring for publicity and is irrelevant.
