Danny,
 
As i look at it from another angle it would appear that IANA is not much more than a middleman. Or perhaps a ricepaper curtain.
Could NTIA step down into part of that role and ICANN (international) step up to some of the functions?
 
Could the majority in WSIS be mollified if ICANN reverted to the original intent and allowed for public stockholders (spelled membership or stakeholders in non-profits)? I think we are past the narrow focus of domain name holders wars and can all agree that any person alive is so affected and effected by the Internet that everyone is a stakeholder.

As to the modifications, I agree it looks like a show and tell methodology gambit to me.

NTIA is using the following language on their forms:

"Provide detailed narrative of the current activity
for each open change request and ICANN's proposed
steps to process the subject request within the
prescribed 30-day limit. These entries should also
indicate possible complications that might arise in
connection with processing the request, as well as
Contractor's methods for addressing these issues."

I would guess that they need to learn what really
happens at the IANA on a day-by-day basis in order to
impart some guidance to the next IANA Functions
contractor.

You'll note that they've dropped the pretense that
they're dealing with IANA as they clearly mention
ICANN by name on page 5.
