Eric and all,
Well it is not clear but would seem that ICANN's failure to gain
stakeholder/user
support in any self determining "Atlarege" which the ICANN BoD and staff
had promised to engender as an equal part of ICANN's structure was at
least
in part for DOC/NTIA's below referenced announcement.
