Richard,
The ICANN structure is not stupid in the sense that you refered to it. It is fraud and deceipt and lies and illegal.
ICANN was originally formed and contracted with the USgov as a corporate entity with everything that you require for proper representation of users, worldwide. It was to be a non-profit corporation with membership. Quickly and stealthily it removed the provisions for membership at the advice of attorneys, Jones & Day. This changed everything from bottom-up to open and transparent to representative to non-profit.
Please rethink you charity with words here;
"ICANN has been so stupid about this. If only they had created a true and open At Large movement with elected representatives on their Board of Directors, they would have been able to say: "See! Here is our legitimacy! All the individuals in the world who want to engage in the governance of their resource can seek or grant representation"
