If my old memory serves me correct, this guy Brown had a contract with the US Gov. during the Lincoln admin. He cheated and stole and generally broke his contract.
So a concept of Qui Tam was born.
The theory being that private citizens could sue on behalf of the gov. and share in any amount recovered.
Interesting Idea if applied to ICANN.
