Uncomfortable yes that is the right word - uncomfortable.
I once heard a term or a quote; "A fool sir is still a fool and the mere fact you gather them by the multitudes only aggravates the situation." Some wierd looking guy named Ben Franklin writing to his boss from Paris, some guy named George Washington. I guess he was some kind of ambassador at the time to France and they were concerned over some revolution. Chopping off heads and throwing this beautiful Queen out of her castle.
 
Well I figure that fella saw worms and viruses. He kinda got the point that it is a republication(funny how that word looks like republic -hm) that is wrongful. Oh yes now I remember that is who our ancient supreme court chief justice was referring to when he wrote -slander (thats the ear) and libel (that the eyeball) is in its most infamous form when repeated. In otherwords gossip and/or making others sick through repitition of irresponsible behavior is not only negligent it is down right wrong.
I do not know if it is tagging or graffiti. I think it is about getting from a bad source and giving it to another source. It is aids, a result of immoral conduct without regard to a conscience of others. (got to love that word to - Con, to be cognizant and Science)

There is only here and there is only now. Mr. Van Morrison said that. 
It is not about duties or rights it is about obligation. Think of it this way; "it is the love of the great Magician" that allows all of us to use the net. But it is our own responsibility to perform our fiduciary duty to my shoeshine boys and keep it Reliable, Secure and Accessible.
 Be good people. in the end it is all that matters.

in your opinion would the appropriate action to be taken regarding
this proliforator of Viruii and Spam? Or given the physical address
in Santiago Chile, a "Friend" of the ICANN BoD is the culprit
and therefore a lack in addressing this person is what is going on??
