<DIV>Debbie,</DIV>
<DIV>&nbsp;</DIV>
<DIV>First let me say that this inquiry is extremely beneficial.&nbsp; It is a
perfect use of this list. Believe it or not there are still hundreds that
subscribe here and they come from an enormous cross-section of our planet and
our vocations. We find that our ratio of positive posting is in direct
proportion to good issues being raised for discussion. Last I checked this is
still the most active list at ICANN, private(they think) and public.</DIV>
<DIV>&nbsp;</DIV>
<DIV>Costs:&nbsp; This is incredible. How can anyone justify these amounts? I
cc George in hope he may have some insight.</DIV>
<DIV>IMHO&nbsp; --&nbsp; No way security and IP&nbsp;folks can take the heat
from a close analysis of this ridiculous, non-reflective of actual expense,
costing.</DIV>
<DIV>&nbsp;</DIV>
<DIV>Ownership:&nbsp; Some folks confuse both IP rights and Privacy as stemming
from a right to own. Not at all true. Ownership does not necessarily extend any
IP or privacy interests. A public bathroom stall is very private. Your 40K car
on a freeway is in plain view and not private.&nbsp; Domain names are not at
all private -- yet rights to them can be fully inclusive.&nbsp; There is no
real justification* to make <EM>who</EM> owns them public.</DIV>
<DIV>&nbsp;</DIV>
<DIV>&nbsp; IP is not a right but a privilage.&nbsp; Privacy in most developed
countries is a right as determined to what degree, by that</DIV>
<DIV>countries laws there unto governing.&nbsp; </DIV>
<DIV>&nbsp;</DIV>
<DIV>More light, more accountability and more energy from user advocates is
sorely needed in this whole security DNSSEC stuff.</DIV>
<DIV>&nbsp;</DIV>
<DIV>Most user advocates have some time ago now expressed their desire for much
better IT security and DNSSEC is a</DIV>
<DIV>part of the&nbsp;result that was than expressed to address those user's
rightfully expressed concerns.</DIV>
<DIV>&nbsp;</DIV>
<DIV>* The cops and the IP lawyers are very good at mutating any objection to
public whois -- but it is bullshit.&nbsp; It is power and politics that make
these public not law, logic or anyones Constitution. And now we see it is
profitable for ICANN -- go figure.</DIV>
<DIV>&nbsp;</DIV>
<DIV>Yet most 'WHOIS'es' remain grossly inaccurate to date.&nbsp; As such the
objections by LEA's and IP lawyers </DIV>
<DIV>has met with stiff resistance in most jurisdictions and for good
reason(s).&nbsp; One of the most important of those</DIV>
<DIV>reasons is that the trust factor as to whom maintains these WHOIS
databases is too often not competant or</DIV>
<DIV>not diligent enough leaving some registrants falsely listed and thereby
imporperly exposed to legal action or</DIV>
<DIV>friviolous UDRP complaints such as the one Affilias filed in 2003 for
example.&nbsp; </DIV>

some extra cash the name is manually entered into a ccTLD data base for

I have been in such Registries.&nbsp; And now who is required to do what in 10

to my -7 Star hotel. Oh and then my gaurdian warlord/druglord/Christian

<DIV>Did you think this through?&nbsp; Assume something really much smaller
than it is. 10 TLD(cc's too) Xs 24 hrs a day Xs 20 registered per hour + 20
expired or transferred per hour. Now include IDNs. Now assume they all compete.
Now assume 200 jurisdictions. Now assume ten percent error. Now assume 5

with.</DIV>

<DIV>Obviously Verising/NetSol group is huge along with GoDaddy,, and yet some
