  I fully agree from a strategy point of view with Gen. 
Alexanders remarks, especially that a more aggressive
counter attack strategy for attackers of both the 
military and civilian sectors of the Internet.  However
this realization is several years behind the curve.

  Perhaps now with this is publicly recognized abusers
from ICANN registrars hosting services, other hosting services,
social network sites, and errantly managed ccTLD registry
operators as well as other nationalized service operators
can be dealt with more effectively, directly and harshly, and 
said registrars hosting services not policing their operations 
effectively to date can be more specifically and acutely 
incentivized accordingly.
