The answer is two fold. Formally this is desired by all. see:

The wierd part is how it is opposed. Basically the Registrant community does
not want it and they make up the highest participation and membership level
here on the GA. Why they do not want it is rather complicated and varied. If
the GA be organized and sanctioned and began producing consensus position
papers and the like, it would be in the area of the consumer of the products of
the Registrant community. That may not bode well for them.
Another issue is dilution. Many in the regristrant group do not want anything
taken off the table for their group if and when in this next decade they can
form a "constituency".
Now historically we have seen a great deal of capture in registrant activity,
this is a leading cause of their failure to organize. I call it individual
egos.
So basically any attempt to organize here is met with really nasty insider
sabotage, like 20 year old rumors and charactar assasination of leaders, and
threats against voting. And of course your general folks who do not understand
the founding process and so demand perfection prior to participation. Also we
will always have the polywogs versus the engineers that creates a divide that
dissuades participation.

paid only by the pirate booty he scan scavange.

Just putting a question out. Does anyone actually oppose the self
organizing of this GA into a self moderating, self electing body
that still operates under GNSO structure but on independent
infrastructure.
Just wondering how many problems there would be with this.
