<P>Bureaucratic ineptitude in the USG and ICANN&nbsp;as well, 
certainly&nbsp;are not in short supply</P>
<P>and far too often serve Con and Scam artists just as well or better, 
unfortunately.&nbsp; For </P>
<P>instance just today it was reported by SANS that my countries US Treasury 
Department </P>
<P>web sites are redirecting visitors to other sites that try to install 
malware on their computers.</P>
