Jeff,
It seems like this is exactly the way it is supposed to work. LEAs or similar
request through a Judge -- and the judge can order. This is not new and not
special to the Internet.
I remember our Mounties on the Whois WG wanting it easier but that seems not
likely. If I recall they were happy as long as the rules remained the same.
