<P>essentially is that Registries and especially Registrars are not neglagent 
in their duties and</P>
<P>responsibilities and that ICANN holds them specifically responsible and 
accountable.&nbsp; So far</P>
<P>ICANN performance in this regard has been relatively poor although there 
have been a few</P>
<P>Registrars especially that have had their Accreditation revoked for miss 
conduct.&nbsp; However</P>
<P>the biggest Registrar offender GoDaddy remains "Untouchable".&nbsp; One has 
to wonder if that</P>
<P>fact is due to GoDaddy's largess as a Registrar and the revinue it provides 
to ICANN in terms</P>
