To speak diplomatically, because it would not include certain people who are 
banned from various ICANN workgroups.....those that contribute the most "noise" 
as compared to "signal."

I guess the dream will be realized by 2011, 2012.....who knows (the GNSO 
regularly reorganizes itself!). :)

If ICANN can devote precious resources to experiments like:

with a total of 17 participants, perhaps it's worth experimenting with 
something better that might actually work to bring out the "lurkers" and 
reinvolve those who've completely left. And the "cost" of a 2nd mailing list? 
Approximately $0. Benefits might be positive, costs are close to zero, and thus 
worth trying in my view.
