We find when studying statistics (apart from being fun cocktail conversation) 
two things. 1st we must look at why they are compiled, if there is no clear 
answer they are suspect. And 2nd what is missing? Here we are missing how many 
view this list and why Narten posts it.
 
When we look at why ICANN is failing to meet the grade in so many areas we can 
look at the who --- but we should also look at what is missing:

Usually failure to fill essential positions is a corporate policy not to work 
in those areas.
