[ga] GA Mandated -- Forgot to fund or update

Radio Cruisers. These were called by various names. They were the vehicles 
police had that had the first mobile two way radios. It was cool, you could 
communicate and be dispatched from the field. In the late 50s most police 
depts. mandated that all cars have the radios. Even better. Only problem was 
that most cities did not fund the radios.

9. Upon the adoption of this Transition Article, and until further action by 
the ICANN Board, the GNSO Council shall assume responsibility for the DNSO 
General Assembly e-mail announcement and discussion lists.
