But the question posed is why it is so. I could imagine posting rules
allowing for restricted sort of cross posting. Sometimes it is useful.

Cross posting is extremely useful if you want to maximize your chances
to be
ejected from some mailing list, and then start complaining about
censorship.
It seems to work pretty well.
