Thank you Kent. Your opinions and experience are always insightful and helpful 
to the GA. (I almost accidentally wrote-- inciteful -- Yikes)
 
I sure wish you had included some links to some discussions that you are 
referring to in your post. And I sure thought that if one list did not want the 
annoyance they could use some technical measures and rules on their list to 
block such unwanted annoyances.
 
Here we are inclusive and nothing coming from this list could be called 
overburdensome, except to the feeblest of minds.
 
But I am sure the list is reading and if I am wrong, I stand ready to be 
corrected. Growth, learning and understanding are good. Immovable positions are 
bad. Certainly if we have normal rational repeated complaints, we change. But 
as a "pile on" it will be ignored.

You haven't checked with the right long-timers, then.  

Excess cross-posting is a well-known issue with mailing lists in general, not
just ICANN lists.  See http://en.wikipedia.org/wiki/Crossposting. 
    
In the ICANN context it has been frowned upon from the beginning.  Technical
restrictions have been considered, and may yet be implemented.  

Note that it may not matter to the GA members if a post to the GA list has 40
cc's, some to other ICANN lists.  But it can be a major annoyance to those
being cc'd.  

That is, if activity on the GA list is polluting other lists and mailboxes of
individuals, then controls will have to be put on the GA list, regardless of
whether it bothers members of the GA list.

Sorry, that isn't true.  It's a long-standing real complaint.
