I think Robins premise here is wrong. I do not truly believe there is any such 
reorganization in the works. I have yet to see anything that states even 
remotely; "the structure shall be altered, amended or changed". The master-oops 
scratch that,, I mean machinations that ICANN is contorting itself to seem more 
along the lines of make work for quasi beauracrats.
 
Again I don't judge it. It may well be the right thing to be doing. It 
definately has some nice ringtone type Nomanklatura pr to it.

Robin and all,

  Thank you for the heads up.  I have copied to our members
the NCSG's proposal.  It is my strong belief that our members
will not support the proposal.  But I shall wait until I have their
votes which should be know mid day tomorrow.  I believe
this proposal will not receive our members support due primarily
the following provision:
"3. There are three classes of membership: 1) large organizations (which
receive 4
votes), small organizations (which receive 2 votes) and individuals (who
receive 1

Such a provision does not meet our standard and largely the democratic
standard of "One person one vote", and is therefore not adequately
representative of ALL stakeholders, and rather "Groups" and
"Group
Think" errors in judgments and decisions.  The users and other
stakeholders especially Registrants cannot afford such errors in
an economic situation such as we all are dealing with currently.

  The other reason I believe our members will not support this proposal
is that Consensus without being measured cannot be honestly determined,
and as such the NCSG's proposal seeks to effect decision making on a
non measured basis which can be declared at any time, honestly or
not.  Our members do not sell themselves short in such a manner and
as such will not likely be accepting of this petition.

  Further still, as the GNSO which was a still birth our of the previous
DNSO, remains irresponsive like the ALAC, ALAS'es and RALO's,
to user and user/registrant open, transparent, and unfettered
participation, and as such remains not representative of ANY and ALL 
stakeholders equally, that the MOU calls and called for without 
encumbrance and will not likely meet with our members approval.  
But we shall see how our vote goes.
