I am not sure that it is appropriate for me to discuss a third parties
postings on list.  However, as no guidance is available, I will respond in
this instance only.  Further questions should be directed to the Chair.
 
On the 31st of March Jeff Williams posted 9 emails to the GA List prior to
my further friendly warning and one after - total 10 posts for 31st March
2008.  That said, IMHO, Jeff had received several friendly warnings on
previous occasions and did not need a further warning before sanctions were
imposed.

Dear Debbie,
 
I have just reviewed the number of Jeff's posts since 31 March where your
friendly warning was sent to him. As of 1 April I have not noticed any
Jeff's excess of the 5 posts per day. In my understanding this means he has
accepted your warning and has been acting accordingly.
 
Could you please explain this to me?

Dear Jeff
 

Following the email from my colleague, I am writing with regard to your
suspension.  This was proposed by me in an email to both the Chair and Joe
Baptista (Co-List Monitor) on the 31st of March 2008. 
 
The reason for proposing your suspension was that you had posted in excess
of the 5 posts per day limit and had received several friendly warnings,
both on list and off list, prior to my proposal to suspend your posting
rights.  Also, prior to my proposal to suspend your posting rights, I had
issued a further warning to the list that any further flouting of the list
rules in this regard would incur a suspension.  You subsequently posted
again.  
 
The Chair agreed to my proposal for suspension, the co-List Monitor also
agreed and proposed that the suspension be for 8 weeks as this was your
second offence.  With all parties in agreement, the Chair undertook to
contact the List Manager and subsequently confirmed that the suspension had
been actioned.  
 
My apologies for not notifying you.  I was unsure as to procedures for
notification and unaware that, as List Monitor, it was my duty to inform
you.  In future I will make sure that notice of suspension is given to all
parties concerned.
 
I look forward to welcoming you back in the near future.

I believe the reason why you are not able to post to the GA list is because
you have been suspended for 8 weeks.

Debbie should have provided you with notice of this.  And you should of had
the right to object.  Lately Debbie has been acting independently of the
list rules and the procedures we have established with the chair for the
processing of these issues - I'm not sure why.

Also my apologies for my delayed response to you.  I expected Debbie to have
taken the time to respond to you.  Since she has failed to do this I will
through this note ask her to provide you with a proper response and
explanation of her actions.
