<p>OOOPS! Sorry, you are right about the quoted message. Due to the time lapse, 
i was thinking it was a prompt response to me! </p>
<p> &nbsp; &nbsp; &nbsp; &nbsp;As for my point, it was not to show cost or 
profitability to registrars, but to whoever is allowed to "taste" and try to 
exploit the system as I described. The registrar is a business and if it can 
not handle the business, should close down. I am concerned about the 
registrants and how they care taken advantage of by the holes in the current 
process. Yes, limiting the number of occurrences would limit the odds on 
profitability and help, if not displace the practice I was referring to...</p>
