No possible way to do eliminate domain name speculation where the registrant
pays for the domain name, nor do I believe they should eliminate it.
1. How would you propose eliminating it?
2. Would you say anyone who has not built a website on the domain in a
specific period of time is speculating?
3. What if I register a domain name that I plan to use in the year 2040 and
believe it is worth keeping and paying for until then?
4. If I register a domain name, I may very well plan to use it, but then
never get around to building it and let it drop later. That is also
speculating wouldn't you say?
5. If you did put a rule that they had to build a website on the domain
name, what exactly would satisfy your definition of website?
6. I advise clients to also register the dot org and net of their domain
names. We are "speculating" that a competitor may want to register them and
do not want them to. Would this also be eliminated?
I see no problem with anyone who registers a domain name and pays for the
registration. It's not my business, nor ICANN's business what they do with
the domain or if they ever build a website or not.

Dominik and all,
Frankly eliminating Domain Name speculation would go far
in addressing Tasting, Domain Name Warehousing, and Front
Running and I believe that Domain Name speculation should
be banned all together. But eliminating Domain Name speculation
will not in and of itself, eliminate Tasting nor Front Running.

The AGP elimination will definitely eliminate tasting. It does not
eliminate other forms of speculation however.

Disagree. None human oversight based on plethora of unclear bylaws
vulnerable to being neglected or abused can replace inherent systemic
element principally avoiding fraudulent activity. If such exists, of
course. Fortunately, domain tasting is the case.
The oversight should be necessary if there is no other way to ensure it
in such fundamental way. Unfortunately, as in most situations in real
life.
