The easiest solution would be to contractually enforce a double opt-in
registration as a protection against erroneous registrations. That is real
and necessary customer service.
It can take the place of the current AGP clauses, that were also intended
for customer protection.
In the real world, isn't ICANN to be an industry regulator?
Isn't the death of the tasting industry, with its potential for abuses, an
acceptable consequence?
