JFC and all,

  Another source for any US Senate or House bill as I have
posted many, many times before can usually be found on
"Thomas".  In this case S 2661 on Thomas is at:
http://thomas.loc.gov/cgi-bin/query/D?c110:1:./temp/~c110uExH9x::

Anyone can do a search on any bill by Bill name or by Senate
or house designated name.  I n this case that designated name
is S 2661.  Search generic site is http://thomas.loc.gov/  where
these searches can be done.  Book mark it!
