The Anti-Phishing Working Group has put forward a set
of best practice recommendations -- see the attachment
at the bottom of this page:

My first estimation: As many of the recommendations
will require either work or investment on the part of
the registrars, these "best practice" recommendations
will not be broadly adopted.
...and in time the world will come to conclude that
the domain name industry is incapable of taking
self-regulatory measures and regulations will
ultimately have to be forced upon them.
