Not everyone can read UTF-8 and even if they do, they're not always
able to display it. You should have used Unicode code points (and
ICANN should have do it, too, instead of pictures and Punycode).

So, writing under the control of an Arabic-speaking colleague, do you
mean that the first letter of the TLD should be U+0671 (ARABIC LETTER
ALEF WASLA) or U+0627 (ARABIC LETTER ALEF) instead of the U+0625
(ARABIC LETTER ALEF WITH HAMZA BELOW) used by ICANN?

If so, I suggest to report the bug to ICANN. They cannot know all the
languages and scripts of the world.
