Joe and all,

  The reason for this occuring is because the illigitimate
rules don't apply to reality.  Such occurances will continue to
occur as long as such ignorant rule making persists.  Same is
true for drafting laws and policies.  As ICANN has been consistant
to a very great degree in making such policies based on ignorance
and without openess and transparency or accountability, continued
irresponsibility will persist accordingly.
