[dow3tf] Preliminary Interim Report Draft

Please find an early draft of the interim report attached. This 
document has no official status and should not be distributed outside 
of this working group. Once a complete draft has been circulated, the 
report can be shared with non-TF participants. I am not accepting 
redlines on this document until a full draft has been completed, 
however comments and suggestions via email (preferably through this 
list) are welcome.

A draft that includes the full framework outlined in the TOC and 
Changelog will be distributed to the TF no later than April 12, 2004.
