Had some problems, this continues the message,
MM#3 section III. p. 5
Since we characterize the positions of the ISPCC,
IPCC, BCUC, NCUC and ALAC, why not also the
registrars and registries? In particular, the
registrars haev been arguing abotu the system
burdens
MM#4 section III. p. 5
delete the word "unfettered." Rhetorical excess,
unnecessary anyway.
MM#5 section III. p. 6
delete the sentence "Clearly, Internet users as a whole, not merely one group of users, need continued access to publicly available, robust Whois information to ensure a stable, predictabel and safe
online environment."
This statement simply has to go - it is inaccurate on its face, being based on a survey conducted NOT about port 43 or data mining, a survey that was NOT a representative sample of the Internet population.

III.C.4 Under "Policy Recommendations"
p. 9 change "who may need the information without having to provide the rasons to the registrant" to "when notification of the registrant would defeat the purpose of the investigation." This makes it consistent with a later statemetn of the same principle.

p. 11, paragraqph discussing NCUC position.
We need to add language incorporating the notion that NCUC and ALAC believe there should be no status
distinction between whois data users. I.e., we
object to the concept of a White list also because we think that anyone and everyone should have the same right to access the information, once privacy is protected. I will try to draft that and send it
later.

also p. 11, same section two paragraphs down, change
"...to the entity administering the White List" to "to the entity administering the White List for each request."
