  <b>Call for nominations for task force chair:</b><br>
  The <b>GNSO Secretariat</b> outlined the role of chair from the <a href="http://www.icann.org/general/archive-bylaws/bylaws-26jun03.htm#AnnexA";>ICANN 
  bylaws</a>.<br>
  The role of chair is described in the ICANN bylaws as: ICANN Bylaws, Annex A, 
  section 7 c. Appointment of Task Force Chair. The Staff Manager shall convene 
  the first meeting of the task force within five (5) calendar days after receipt 
  of the Charter. At the initial meeting, the task force members will, among other 
  things, vote to appoint a task force chair. The chair shall be responsible for 
  organizing the activities of the task force, including compiling the Task Force 
  Report. The chair of a task force need not be a member of the Council. <br>
  <br>
  <b>Barbara Roseman</b> referred to the in-scope and milestones from the <a href="http://gnso.icann.org/issues/whois-privacy/tor.shtml";>WHOIS 
  task force 1 terms of reference</a><br>
  </font></p>
<p><font face="Arial, Helvetica, sans-serif"><b>David Fares</b> <a href="http://gnso.icann.org/mailing-lists/archives/dow1tf/msg00004.html";>nominated 
  Bruce Beckwith</a> on December 1, 2003, as task force chair. Jeff Neuman clarified 
  that Bruce Beckwith was not a member of the task force and since he was not 
  on the call, other nominations were called for. <br>
  <b>Jeff Neuman</b> <a href="http://gnso.icann.org/mailing-lists/archives/dow1tf/msg00005.html";>nominated 
  David Maher </a>on December 1, 2003, as task force chair. David Maher declined 
  the nomination during the teleconference<br>
  <b>Jeff Neuman </b>was nominated as task force chair by Marilyn Cade seconded 
  by Milton Mueller. </font></p>
<p><font face="Arial, Helvetica, sans-serif"><b>Jeff Neuman</b> was declared WHOIS 
  task force 1 chair. <br>
  Five votes in favour, one abstention: Jeff Neuman<br>
  <br>
  </font><font face="Arial, Helvetica, sans-serif"><b>Statements of interest</b> 
  were called for from all the task force participants which would provide information 
  about the participants involved in the policy development process when publishing 
  the reports or policy proposals. <br>
  <br>
  A question was raised on the the <b>status of various participants in the Task 
  Force</b>, e.g., constituency representatives, liaisons, Nominating -Committee 
  appointees, outside experts.<br>
  <b>Barbara Roseman</b> volunteered to solicit an opinion from ICANN General 
  Counsel.<br>
  <br>
  <b>Jeff Neuman</b> proposed <br>
  - sending out guidelines for the next conference call<br>
  - mapping out data gathering process<br>
  - requested all representatives to reflect on experts who could be called upon</font></p>

  for their presence and participation and ended the call at 16:30 UTC.<br>
