Sorry to pipe in here again. Maybe I missed it, but from what I've seen of
the discussion on conflict with national laws, it hasn't seemed to address
portability yet.

If a legitimate conflict exists, any forbearance should not preclude a
registrant's ability to transfer their names because their new registrar of
choice cannot get current contact info with which to confirm the request.
You all might consider addressing that specifically in any policy proposal,
if you haven't already.

Today's discussion will focus on tiered access with a brief recap of the
discussions last week.  The tiered access discussion today will focus on
feasibility and will most likely also focus on identifying the appropriate
experts.  Towards the end of the call, we will also need to discuss future
scheduling and closing the loops on the previous action items involving the
conspicuous notice issues as well as the conflict with national law issues.
