Is there any explanation of how Akram arrived at his 2020 estimate? If there is
I’d like to see it.
Barring unforeseen obstacles, my personal view is that the BC conditions could
be met so as to permit a new round to open in the second half of 2018. The RPM
Review WG projects submitting a final report in late 2017, my guesstimate is
that the Subsequent Procedures WG will also finish by then, so the only
remaining question is when the CCT-RT wraps up.
Once the WG recommendations are accepted by Council and the Board, and the
CCT-RT findings duly digested, the Applicant Guidebook revisions and
implementation of the recommendations can run concurrent with the application
period. And I’d venture that the WG recommended adjustments will be more around
the edges than major rewrites.

Unfortunately, I won’t be on the call on this week as I will be in transit. On
the topic of ICANN Board Letter on New gTLD Subsequent Procedures I want to
reiterate something I suggested during a previous discussion by the Council. I
believe that the Council should discuss the Board’s letter and the responses to
date in the context of what is a reasonable timeframe for commencing the next
application round.
Akram Atallah has suggested that there will not be another round before 2020,
but is 8 years an acceptable period of time between processes, particularly
given there was an expectation of a next round some 12 months after the 2012
round? Is it possible for the Council to identify what it believes is an
acceptable period between when the new gTLD application process opened on 12
January 2012, to a subsequent process? Notwithstanding the diverging views
about what is or isn’t on the critical path to a next round, is it within the
realms of possibility that the requisite work could be finalized by the end of
2017, and a subsequent application round commenced on 1 June 2018?
I look forward to hearing the views of others.

Councilors –
Please note the diversity (& divergent) views on this topic from the SGs and
Cs, along with the statement of no consensus view from the PDP leadership.
Given the variety of positions and the desire to have a more comprehensive
community-wide discussion in Hyderabad, I will propose that we convene a
Drafting Team (assisted by Staff) to synthesize these documents in to a single
GNSO statement, noting areas of agreement & difference where they exist.
Please keep this in mind for our call on Thursday if you would like to
volunteer for this effort.
