Call for Volunteers Implementation Review Team IRTP Part D
In February 2015, the ICANN Board of Directors adopted the recommendations as
listed in the Final Report of the Inter-Registrar Transfer Policy (IRTP) Review
Working Group Part D. The implementation phase of these recommendations is
about to start - in consultation with an Implementation Review Team (IRT),
which is yet to be convened.
As resolved by the GNSO Council, this call for IRT volunteers is for the
attention of the members of the IRTP Part D Working Group, at a minimum. It is
possible to reach out to other (directly affected) parties and/or experts to
ensure broad participation, if deemed necessary. The key responsibilities of
the IRT are listed below:
· The IRT evaluates the proposed Implementation Plan as drafted by staff
for the recommendations as approved by the Board.
· The IRT assists in case of questions or need for clarification related
to the adopted recommendations.
· The IRT works with ICANN staff to ensure that the implementation
fulfills the original intentions of the approved policy recommendations.
· Familiarity with the policy recommendations as well as the
deliberations that informed the policy recommendations is a minimum requirement
for IRT members.
· All volunteers responding to this call are to understand the role and
remit of the IRT for the implementation phase.
· If the IRT identifies potential modifications to the policy or
recommendations, the team will refer these to the GNSO Council for its
consideration and additional guidance.

Background
The Inter-Registrar Transfer Policy (IRTP) is an ICANN Consensus Policy under
review by the Generic Names Supporting Organization (GNSO). The GNSO identified
several issues in its review of the policy and grouped these into several
Policy Development Processes (PDPs).
The IRTP Working Group Part D started reviewing its assigned issues in February
2013, through weekly conference calls, an email list and face-to-face meetings
during ICANN meetings in Beijing, Durban, Buenos Aires, Singapore and London.
The Working Group presented 18 recommendations in its IRTP Part D Final Report:
